(a) ensuring that public safety is the paramount consideration in decision-making about the management of detainees; and
(b) ensuring respect for the humanity of everyone involved in correctional services, including detainees, corrections officers and other people who work at or visit correctional centres; and
(c) ensuring behaviour by corrections officers that recognises and respects the inherent dignity of detainees as individuals; and
(d) ensuring that harm suffered by victims, and their need for protection, are considered appropriately in decision-making about the management of detainees.
