Australian Capital Territory Consolidated Acts Australian Capital Territory Consolidated Acts(1) A builder is an entity that provides, has provided or proposes to provide a building service.
(2) A building service is the doing or supervising of building work, other than building work that involves handling asbestos or disturbing friable asbestos.
