“(2) A person who—

        (a)     fails, without reasonable excuse, to comply with any order or direction given under this Act; or

        (b)     commits any other breach of this Act;

is guilty of an offence punishable, where no other penalty is provided, by a fine not exceeding 10 penalty units.

“(3) Where a person fails to comply with an order or direction given under this Act, the inspector may carry out the necessary work at the expense of the person failing to comply.”.
