A Bill for an Act relating to the establishment of a fund
for the purpose of education about minimisation of plastic bag and other waste
damage to the environment, and for related purposes
The Parliament of Australia enacts:
This Act may be cited as the Plastic Bag (Minimisation of Usage)
Education Fund Act 2002.
This Act shall commence on the day on which it receives the Royal
Assent.
In this Act:
fund means the Plastic Bag and Other Waste Minimisation of
Usage and Education Fund.
(1) There is established by this Act a fund to be known as the Plastic Bag
and Other Waste Minimisation of Usage and Education Fund.
(2) There shall be credited to the fund such moneys as are appropriated by
the Parliament for the purpose of the fund.
(3) The fund is to be under the control of the Minister for the
Environment and Heritage.
(1) Expenditure of moneys credited to the fund shall be made on the
authority in writing of the Minister.
(2) Expenditure under subsection (1) must be for the purposes of
educating persons about or effecting minimisation of:
(a) the damage and pollution caused to the land environment and aquatic
environment by plastic bags;
(b) the damage and dangers posed by plastic bags to wildlife and marine
life.
(1) Not later than 2 months after 30 June each year, the Minister
must present to each House of the Parliament a report on expenditure of moneys
credited to the fund.
(2) Each report must include itemised statements of all expenditure from
the fund.
