                                  ADDENDUM TO THE

                           EXPLANATORY MEMORANDUM




This addendum responds to matters raised by the Senate Standing Committee for the Scrutiny of
                 Bills in Scrutiny Digest No. 5 of 2018, dated 9 May 2018.

SCHEDULE 1 - AMENDMENTS Part 1 - MAIN AMENDMENTS Item 25 - Section 28 After the second paragraph - add: The broad delegation powers of the Chief Executive Officer are critical to ensuring that the Institute continues to meets its objectives. The Chief Executive Officer exercises judgement in making delegations, noting that many of the day-to-day activities of the Institute may not need to be performed by Senior Executive Service officers. This flexibility is important given that the Institute is a relatively small agency with a staffing profile that is limited to a small number of Senior Executive Service officers. The Board of the Institute provides oversight for the Chief Executive Officer's delegation powers. This level of oversight provides the necessary controls and safeguards to ensure that delegation decisions are appropriate. 1
