SUPPLEMENTARY EXPLANATORY MEMORANDUM
Amendments to be moved on behalf of the Government
OUTLINE AND FINANCIAL IMPACT STATEMENT
The amendments remove items relating to a measure with financial
implications.
Items 5, 51, 52, 53, 54, 55, 57, 58 and 60 of Schedule 1 to the Bill
correct an unintended consequence relating to customers who receive an income
support payment and family tax benefit (FTB), and who have at least one rent
assistance child. These items ensure that these customers cannot receive rent
assistance as part of their income support payment, but that they may be paid
rent assistance as part of their FTB if the rent they pay exceeds the relevant
FTB threshold (and other existing conditions are met). This will remove the
unequal treatment arising from different rent thresholds for income support and
FTB.
These items have financial implications because they will involve
Centrelink costs and program savings from affected customers receiving a
slightly reduced rate of payment.
It has been decided that these items
will be better placed in another appropriate portfolio bill.
