                           EXPLANATORY MEMORANDUM





PAGE 3, FOURTH PARAGRAPH

Omit the paragraph describing the commencement of Schedule 1  to  the  bill,
substitute 'The amendments made by this Schedule commence on the  day  after
Royal Assent', to reflect correctly the commencement provision in the bill.
