AMENDMENTS TO THE FOOD STANDARDS AUSTRALIA NEW ZEALAND AMENDMENT (FORUM ON FOOD REGULATION AND OTHER MEASURES) BILL 2015 OUTLINE The amendments to the Food Standards Australia New Zealand Amendment (Forum on Food Regulation and other measures) Bill 2015 (the Bill) changes the commencement provision in Schedule 2 and the heading of Schedule 2. The delay in passage of the Bill in the Senate has meant the original commencement date of 1 January 2016 has passed and needs amending. FINANCIAL IMPACT STATEMENT The amendments to the Bill have no financial impact. STATEMENT OF COMPATABILITY WITH HUMAN RIGHTS The amendments to the Bill do not:  engage any of the applicable rights or freedoms outlined in the Human Rights (Parliamentary Scrutiny) Act 2011, such as encompassed in the International Covenant on Civil and Political Rights; or  limit any human rights, nor propose any offences or penalties. This Bill, including the amendments, is therefore compatible with the human rights and freedoms recognised or declared in the international instruments listed in subsection 3(1) of the Human Rights (Parliamentary Scrutiny) Act 2011. 1


AMENDMENTS TO THE FOOD STANDARDS AUSTRALIA NEW ZEALAND AMENDMENT (FORUM ON FOOD REGULATION AND OTHER MEASURES) BILL 2015 NOTES ON CLAUSES Item 1 updates column 3, item 4 in the Table on Page 2 of the Bill so that '1 January 2016' is replaced with 'Immediately after the commencement of the provisions covered by table item 2'. This will enable Schedule 2 of the Bill to commence immediately after the day after the Act receives the Royal Assent. Item 2 replaces the words 'commencing 1 January 2016' from the heading in Schedule 2, page 21 (lines 1 and 2) with the words 'relating to Board'. The heading on page 21 would therefore read 'Schedule 2--Amendments relating to Board'. This will remove reference to an incorrect commencement date. 2
