2004-2005 THE PARLIAMENT OF THE COMMONWEALTH OF AUSTRALIA HOUSE OF REPRESENTATIVES HIGHER EDUCATION SUPPORT AMENDMENT (MELBOURNE UNIVERSITY PRIVATE) BILL 2005 EXPLANATORY MEMORANDUM (Circulated by authority of the Minister for Education, Science and Training, the Honourable Dr Brendan Nelson MP)HIGHER EDUCATION SUPPORT AMENDMENT (MELBOURNE UNIVERSITY PRIVATE) BILL 2005 OUTLINE The Bill adds Melbourne University Private to the list of Table B higher education providers by amending the table to subsection 16-20(1) of the Higher Education Support Act 2003. This will allow Melbourne University Private to access Commonwealth funding for research and FEE- HELP assistance (which provides student loans for tuition fees). FINANCIAL IMPACT Nil. Any grant that Melbourne University Private may receive will be funded from existing appropriations. Further, the financial impact of providing FEE-HELP to students attending private institutions such as Melbourne University Private was included in the original measure to extend FEE-HELP to private providers.
HIGHER EDUCATION SUPPORT AMENDMENT (MELBOURNE UNIVERSITY PRIVATE) BILL 2005 NOTES ON CLAUSES Clause 1 - Short title Provides for the Act to be cited as the Higher Education Support Amendment (Melbourne University Private) Bill 2005. Clause 2 - Commencement Provides for the Act to commence on the day on which it receives the Royal Assent. Clause 3 - Schedule(s) Provides that each Act that is specified in a Schedule is amended or repealed as set out in the applicable items in the Schedule and that any other item in a Schedule has effect according to its terms.
Schedule 1--Amendment of the Higher Education Support Act 2003 Item 1 Subsection 16-20(1) (at the end of the table) Amends the table in subsection 16-20(1) to add Melbourne University Private to the list of Table B higher education providers.
