JOBS AND SKILLS AUSTRALIA BILL 2022 OUTLINE The amendments to the Jobs and Skills Australia Bill 2022 (the Bill) add to the functions of Jobs and Skills Australia. Specifically, the amendments will provide for Jobs and Skills Australia to provide advice to the Minister or the Secretary of the department in relation to three additional matters being: • issues relating to skills and training, and workforce needs, in regional, rural and remote Australia; • pathways into VET and pathways between VET and higher education; and • opportunities to improve employment, VET and higher education outcomes for cohorts of individuals that have historically experienced labour market disadvantage and exclusion. FINANCIAL IMPACT STATEMENT There are nil financial impacts for the Commonwealth of the amendments. Jobs and Skills Australia will be funded from savings realised by abolishing the role of the National Skills Commissioner. CONSULTATION The amendments were informed by consultation undertaken including as part of the Jobs and Skills Summit, about what the new Jobs and Skills Australia should give focus to. 1
JOBS AND SKILLS AUSTRALIA BILL 2022 NOTES ON CLAUSES Amendment (1) will provide for Jobs and Skills Australia to give advice to the Minister or the Secretary of the department in relation to three additional matters being: • issues relating to skills and training, and workforce needs, in regional, rural and remote Australia - this could include for example, advice regarding the accessibility of skills or training to persons in these regions or advice identifying the needs for workers with particular skills or training in these parts of Australia; • pathways into VET and pathways between VET and higher education - this could include for example, advice about how a student could commence study in VET or complete a VET course before continuing into higher education; and • opportunities to improve employment, VET and higher education outcomes for cohorts of individuals that have historically experienced labour market disadvantage and exclusion - this could include for example, advice about how to improve VET and higher education employment outcomes for certain cohorts of individuals such as those more marginalised, whether by way of age, health or background. The amendments will ensure that the Minister or the Secretary can be provided with advice in relation to additional matters that will help to improve employment opportunities for individuals and strengthen Australia's economy. 2
