EXPLANATORY MEMORANDUM

Ministers of State Amendment Bill 2002




OUTLINE

The purpose of this Bill is to amend the Ministers of State Act 1952 to increase the limit on the sum appropriated from the Commonwealth Consolidated Fund in 2001/2002 and beyond in respect of the salaries of Ministers. The increase is necessary following a determination of the Remuneration Tribunal with effect from 1 July 2001 that increased the base salaries of all Senators and Members. The additional salaries of Ministers are set as a percentage of the base salary of Senators and Members, so when the base reference point increased for Senators and Members, so too did Ministers’ salaries.


FINANCIAL IMPACT STATEMENT


The effect of the change is to increase the total sum available to be appropriated in ministerial salaries by $500,000 in financial year 2001/2002 and beyond.

CLAUSE NOTES


Clause 1: Short title etc

This clause cites the Act as the Ministers of State Amendment Act 2002 and cites the Ministers of State Act 1952 as the Principal Act.


Clause 2: Commencement

The commencement of the Act shall be the date of Royal Assent


Clause 3: Salaries of Ministers

Section 5 of the Principal Act is amended to increase from $2.3m to $2.8m for financial year 2001/2002 and beyond on the limit on the annual amount payable by way of Ministerial salaries.
