2004 - 2005 THE PARLIAMENT OF THE COMMONWEALTH OF AUSTRALIA HOUSE OF REPRESENTATIVES MINISTERS OF STATE AMENDMENT BILL 2005 EXPLANATORY MEMORANDUM (Circulated by authority of the Special Minister of State, Senator Eric Abetz) GENERAL OUTLINE This bill amends the Ministers of State Act 1952 to increase the limit on the sum appropriated from the Commonwealth Consolidated Fund in 2005/6 and beyond in respect of the salaries of Ministers of State. The increase is necessary following a determination of the Remuneration Tribunal with effect from 1 July 2005 that increased the base salaries of all Senators and Members. The additional salaries of Ministers of State are set as a percentage of the base salaries of Senators and Members, so when the base reference point increases for Senators and Members, so too do the salaries of Ministers. Financial impact statement The effect of the amendment is to increase the total sum available to be appropriated for Ministerial salaries by $400,000 in financial year 2005/2006 and beyond. MINISTERS OF STATE AMENDMENT BILL 2005 NOTES ON CLAUSES Clause 1: Short Title 1. Clause 1 cites the Act as the Ministers of State Amendment Act 2005. Clause 2: Commencement 2. The Act will commence on the day that it receives the Royal Assent. Clause 3: Schedules 3. This clause provides that Acts specified in the Schedule are amended as set out in the Schedule. Schedule 1: Amendment of the Ministers of State Act 1952 Item 1: Section 5 3. This item amends section 5 of the principal Act to increase from $2,800,000.00 to $3,200,000.00 the limit on the annual amount payable by way of Ministerial salaries. Item 2: Application 5. This item provides that the amendment to the amount made in item 1 applies to the financial year that started on 1 July 2005 and to later financial years.
