NATIONAL MEASUREMENT AMENDMENT BILL 1998

EXPLANATORY MEMORANDUM

Circulated by authority of the
Minister for Industry, Science and Tourism,
the Honourable John Moore MP

NATIONAL MEASUREMENT AMENDMENT BILL 1998

OUTLINE

This Bill will

(a) remove a drafting error in the National Measurement Act 1960 ("the Act") whereby certifying bodies for the certification of regulatory measurements made, for example by the police, must be created under the National Measurement Regulations and existing bodies cannot be appointed.

(b) remove, in accordance with government policy, the requirement for the Executive Director of the National Standards Commission to retire upon reaching the age of 65.

FINANCIAL IMPACT STATEMENT

The removal of the drafting error in (a) will allow the making of amendments to the National Measurement Regulations which will allow the compliance of regulatory measurements with the provisions of the Act to be simply demonstrated. This will greatly reduce disputation costs associated with regulatory measurements although the extent of this reduction is impossible to quantify.

The removal of the mandatory retirement age for the Executive Director of the National Standards Commission will have no financial impact.
