Having the National Skills Commissioner's functions explicitly include the provision of advice in relation to opportunities for these areas will help ensure their unique needs and challenges are supported by an independent and trusted source of information. FINANCIAL IMPACT STATEMENT The amendments will not alter the financial impact of the Bill. 2
National Skills Commissioner Bill 2020 Amendments to be moved on behalf of the Government NOTES ON CLAUSES Amendment to clause 5, Part 2 1. Part 2 of the Bill establishes the office of the National Skills Commissioner and sets out the Commissioner's functions. Clause 5 of the Bill provides a simplified outline of Part 2. These amendments amend clause 5 to insert the words, ", VET in regional, rural and remote Australia" after the words "investment in VET". The amendment to clause 5 is consequential to the amendments made to the Commissioner's functions in clause 7 of the Bill, described below. Amendments to clause 7, Part 2 2. Clause 7 of the Bill prescribes the functions of the Commissioner. 3. The two amendments to clause 7 will insert a new subparagraph (vi) into paragraph (1)(a) of clause 7, listing an additional matter in relation to which the Commissioner is to provide advice to the Minister or to the Secretary. The Commissioner is to provide advice in relation to "opportunities to improve access, skills development and choice for regional, rural and remote Australia in relation to VET". 4. These amendments recognise the importance of skills in regional, rural and remote Australia. 3
