These amendments delay the commencement of the Charities Act 2013 by nine months, from 1 January 2014 to 1 September 2014. The delay will allow for further consultation on the legislation in the broader context of the Government's other commitments in relation to the civil sector. Financial impact statement The financial implications for this amendment are unquantifiable in 2013-14 and 2014-15, and nil in the outyears. STATEMENT OF COMPATIBILITY WITH HUMAN RIGHTS The statement of compatibility with human rights appears at the end of this supplementary explanatory memorandum.
SOCIAL SERVICES AND OTHER LEGISLATION AMENDMENT BILL 2013 Amendments to be moved on behalf of the Government NOTES ON AMENDMENTS Amendment 1 amends the long title of the Bill so it also refers to charities. Amendment 2 amends the commencement table in clause 2 of the Bill to provide for the commencement of new Schedule 1A (as inserted by amendment 3). New Schedule 1A will commence on the day of Royal Assent. Amendment 3 inserts into the Bill a new Schedule 1A - Charities. This new Schedule amends section 2 of the Charities Act 2013 so it commences on 1 September 2014 (instead of 1 January 2014).
STATEMENT OF COMPATIBILITY WITH HUMAN RIGHTS Prepared in accordance with Part 3 of the Human Rights (Parliamentary Scrutiny) Act 2011 Social Services and Other Legislation Amendment Bill 2013 New Schedule 1A - Charities This Schedule is compatible with the human rights and freedoms recognised or declared in the international instruments listed in section 3 of the Human Rights (Parliamentary Scrutiny) Act 2011. The amendments to the Charities Act 2013 delay the commencement of the Act by nine months. They do not change the policy intent or application of the Act.
