SOCIAL SERVICES AND OTHER LEGISLATION AMENDMENT BILL 2013 Amendments to be moved on behalf of the Government OUTLINE These amendments would remove Schedule 7 (relating to paid parental leave) from the Bill. The Senate agreed to the Bill on 5 March 2014 with several amendments. Senate amendments number (5) and (41) would omit Schedule 7 to the Bill, substitute a revised version of Schedule 7, and make a consequential amendment to the commencement provision in the Bill. The original Schedule 7 was intended to remove for all employers the requirement to act as the pay-clerk for the Paid Parental Leave scheme. The Senate's revised Schedule 7 would remove that requirement only for employers with fewer than 20 employees. The Government is committed to removing this administrative burden for all businesses, and doing so from 1 July 2014. This will now be done through a separate Bill, the Paid Parental Leave Amendment Bill 2014, and Schedule 7 will be removed altogether from this Bill. Financial impact statement The financial implications of the original Schedule 7 amounted to a cost of $7.0 million over five years. These amendments will reverse that cost in relation to this Bill.


SOCIAL SERVICES AND OTHER LEGISLATION AMENDMENT BILL 2013 Amendments to be moved on behalf of the Government NOTES ON AMENDMENTS Amendment 1 amends the commencement table in clause 2 of the Bill to remove reference to Schedule 7. Amendment 2 omits Schedule 7 (relating to paid parental leave) from the Bill.
