VOCATIONAL EDUCATION AND TRAINING FUNDING AMENDMENT BILL 2002

OUTLINE


The Vocational Education and Training Funding Act 1992 (the Act) provides for the maximum amount of vocational education and training funding for distribution by the Australian National Training Authority (ANTA) to the States and Territories for capital and recurrent purposes and for National Projects.

The current Australian National Training Authority (ANTA) Agreement between the Commonwealth, States and Territories sets out planning, accountability and funding arrangements for Vocational Education and Training (VET) for the three years 2001 to 2003.

As a part of this Agreement, the Commonwealth made a commitment to maintain its existing funding in real terms for the period 2001 to 2003 and also to contribute growth funding to the States and Territories, conditional on them matching these funds.

The Minister determines the amount to be paid to ANTA, up to the maximum amount set by the Act in any one year.

The Vocational Education and Training Funding Amendment Bill 2002 would amend the Act to:

• supplement 2002 funding in line with real price movements reflected in Treasury indices;

• appropriate general vocational education and training funding for 2003;

• provide additional growth funding in 2003 for those States and Territories that satisfy the provisions set out in that Agreement.

The appropriation for 2003 will also include funding under the Australians Working Together policy and the VET-related elements of the Recognising and Improving the Capacity of People with a Disability initiative.

FINANCIAL IMPACT


The Bill would increase by $24,348,000 the currently legislated funding limit for 2002 and would appropriate a funding limit of $ 992,295,000 for 2003 in respect of the general vocational education and training funds. It would also provide for up to $101,725,000 in growth funding for 2003.

NOTES ON CLAUSES


Clause 1 - Short title

Provides for the Act to be cited as the Vocational Education and Training Funding Amendment Act 2002.

Clause 2 - Commencement

Provides for the Act to commence on the day on which it receives the Royal Assent.

Clause 3 - Schedule(s)

Provides that each Act that is specified in a Schedule is amended or repealed as set out in the applicable items in the Schedule and that any other item in a Schedule has effect according to its terms.



Schedule 1 – Amendment of the Vocational Education and Training Funding Act
1992


Item 1 Section 9 (table item dealing with 2002)

Amends the table in section 9 setting out general funds for allocation by the Australian National Training Authority for particular years by increasing the funding limit available for 2002 and inserting the funding limit available for 2003.

Item 2 Subsection 9AB(2) (table item 2)

Amends the table in subsection 9AB(2) setting out additional growth funding for allocation by the Australian National Training Authority to those States which comply with the ANTA agreement by increasing the funding limit available for 2002 and inserting the funding limit available for 2003.
