Commonwealth Consolidated ActsFor the purposes of this Act, a person is in severe financial hardship at a particular time if the total value of the liquid assets of the person and the person's partner (if any) at that time is less than or equal to the amount of newstart allowance that would have been payable to the person during the period of 6 weeks immediately preceding that time if, during the whole period:
(a) the person was entitled to newstart allowance; and
(b) the person had no other income.
