Commonwealth Consolidated Regulations Commonwealth Consolidated RegulationsA State Manager or an authorized person shall, on receipt of an application for a home or for an advance, certify whether the applicant is an eligible person and whether the State Manager or the authorized person is satisfied that the applicant has a reasonable prospect of carrying out the terms of the contract of sale or the mortgage in respect of the advance into which he is desirous of entering.
