Grain exempt from charge
  Regulation 3 of the Grain (Export Inspection Charge) Regulations is amended
by adding at the end thereof the following sub-regulations:
  "(2) For the purposes of sub-section 5 (2) of the Act, grain exported after
30 June 1979 and before 1 July 1981 pursuant to a prescribed contract is a
class of grain that is exempt from charge.

  "(3) For the purposes of sub-regulation (2), 'prescribed contract' means a
contract entered into before 29 May 1979 for the sale of a specified quantity
of grain at a specified price excluding any such contract in respect of which
written evidence did not exist before 29 May 1979.".
