"additional purpose", in relation to a reserve, means any purpose that is
additional to:
(a) the declared purpose of the reserve, or
(b) any purpose authorised by the Minister under section 121A in relation to the reserve."declared purpose", in relation to land comprising a reserve, means the public purpose for which the land has been dedicated or reserved under this Part, and includes any purpose or use permitted under, or in connection with, the declared purpose.
