orally or in writing, for the purpose of, or which has the effect of, in any
way, and whether directly or indirectly, defeating, evading, or preventing the
operation of, this Act in any respect.
Nothing in this section shall operate to prohibit a person entering into or
making an agreement referred to in subsection (1) of section 17A.
