(a) if the Governor in Council is satisfied that in another State or a Territory the law for the regulation of the provision of credit is such as to enable reciprocal arrangements to be made with this State in relation to the provision of credit--may, by regulation, declare that other State or that Territory to be a recognised State; and
(b) may, by regulation, vary or revoke a declaration under paragraph (a).
