(a) advantages; and
(b) direct and indirect economic, environmental and social benefits.
costs includes—
(a) burdens and disadvantages; and
(b) direct and indirect economic, environmental and social costs.
exempt subordinate legislation has the same meaning as in the Legislative Standards Act 1992.
government entity means—
(a) the Commonwealth, a State or a local government; or
(b) an instrumentality or agency of the Commonwealth, a State or a local government.

order in council see section 10 of this Act.
proclamation see section 11 of this Act.
rules of court see section 12 of this Act.
State includes Territory.
statutory instrument see section 7 of this Act.
statutory rule see section 8 of this Act.
subordinate legislation see section 9 of this Act.
uniform subordinate legislation means subordinate legislation that is substantially uniform or complementary with legislation of the Commonwealth or another State or declared under a regulation under section 59(2) to be uniform subordinate legislation.
