Maximum penalty--10 penalty units.
(2) The driver of, or a passenger in, a vehicle (other than a motor vehicle) must not lead more than 2 animals.
Maximum penalty--20 penalty units.
(3) The rider of an animal must not lead more than 1 other animal on a road, unless the rider holds a permit issued by a local government.
