(a)
applies only to prescribed goods that are for the time being situated in the
State; and
(b)
extends in its application to security interests in motor vehicles that were
not prescribed goods within the meaning of this Act when the security
interests were created as if the meaning of "prescribed goods" had when this
Act was enacted included any motor vehicles.
