The Commissioner may, with the approval of the Minister, exercise the powers
of a council under section 294 of the Local Government Act 1999 and, in
the exercise of those powers, the provisions of that section (other than
subsection (6)(a)) apply to the Commissioner as if a reference in that section
to a council were a reference to the Commissioner.
