Where a court convicts the holder of a certificate of competency of an offence
against this Act showing the holder to have been incompetent or guilty of
misconduct or to have failed in his or her duty in a matter related to
navigation, the court may, in addition to imposing any other penalty, cancel
the certificate of competency and disqualify the holder from again holding
such a certificate for a specified period or until further order.
