accordance with this Act at intervals of 4 years on the basis that voting at
the elections will close at 5 p.m. on the last business day before the
second Saturday of November in 2006, at 5 p.m. on the last business day
before the second Saturday of November in 2010, at 5 p.m. on the last
business day before the second Saturday of November in 2014, and so on.
