(1) The Governor may
make regulations and proclamations for the purposes of this Act.
(2) A proclamation
(other than a proclamation made for the purpose of bringing this Act into
operation) may be varied or revoked by a subsequent proclamation.
(3) A
regulation—
(a) may
establish evidentiary presumptions to facilitate the enforcement of this Act
(or a regulation or by-law under this Act);
(b) may
prescribe a fine (not exceeding $2 500) for contravention of the
regulation.
