(1) In any proceedings
for the recovery of sewerage rates payable under this Act, a certificate of
the Corporation, to the effect that on and from a day specified in the
certificate the land specified in the certificate could in the opinion of the
Corporation, by means of drains, be drained by a sewer specified in the
certificate, shall be conclusive evidence of the matter set out in the
certificate.
(2) In any proceedings
referred to in subsection (1) of this section, a document purporting to
be a certificate referred to in that subsection shall, in the absence of proof
to the contrary, be deemed to be such certificate.
