The exclusive control of all gutters, shoots, grates, and openings in the
streets, within a drainage area, communicating directly or indirectly with the
sewers vested in the Corporation, by whomsoever the said gutters, shoots,
grates, and openings have been made or are maintained or managed, shall belong
to and the same is hereby vested in the Corporation.
