of a defendant shall be in duplicate and—
(a) be
directed to the defendant charged by the information or complaint:

state shortly the matter so charged:
(c)
require the defendant to be and appear before the Court at a specified time
and place to answer to the charge contained in the information or complaint,
and to be further dealt with according to law.
