The Board—
(a) is
responsible to the Minister for all aspects of the administration of this Act
except the management and investment of the Fund; and
(b) is
to provide advice to the Minister about any matter referred to it by the
Minister or any matter it sees fit to advise the Minister about in connection
with its responsibilities under this Act.
