(1) The Corporation
shall, in each water district, unless prevented by unusual drought or other
unavoidable cause or accident, distribute, to all persons entitled thereto
under this Act, a constant supply of water in the manner prescribed by this
Act.
(2) The Corporation
shall not be liable to supply water to any person in any street within the
water district until after a main pipe has been laid down in such street.
