Using water in the course of carrying on a business in an NRM region at a rate
that exceeds the rate prescribed by the relevant water allocation plan is, if
the water has been brought from a water resource in some other part of the
region specified in the plan by means of a pipe or channel, prescribed as an
activity under section 127(5)(k) of the Act.
