(1) The Governor may
from time to time, on the recommendation of the board, make regulations for
all or any of the matters mentioned in the Schedule 4 to this Act.
(2) A regulation may
impose a penalty for any breach thereof, and may also impose different
penalties in case of successive breaches; but no such penalty shall exceed
$500.
