(1) The proceedings to
recover any penalty under this Act or any by-law or regulation of the trust
shall be commenced within three months from the commission of the offence.
(2) The money arising
from any such penalty shall, except as hereinbefore provided, after payment of
the expenses attending the recovery thereof, be paid one moiety thereof to the
informer or person suing for the same, and the other moiety thereof to His
Majesty for the public uses of the State and the support of the Government
thereof.
