99—Twenty-one days' notice to be given before recovery of rates
Every rate shall become due when it is declared, but no rate shall be
recoverable by action or by summary proceedings from any person resident in
the State until twenty-one days after a written notice from some officer of
the trust is delivered or sent by post to the usual or last known place of
abode in the State of that person, informing him of the amount of the rate
payable by him, and in respect of what land the same is payable.
