FACT SHEET Repeal of Regulations Postponement Bill (No.2) 2012 The Subordinate Legislation Act 1992 provides for the systematic repeal of subordinate legislation over a rolling 10-year period. If regulations are to continue to have effect they must be remade in accordance with the requirements of the Act, or have their expiration postponed. The repeal of the Passenger Transport Regulations 2000 and Passenger Transport (Review of Decisions) Regulations 2000 were first postponed in 2008 for a period of 12 months, and subsequently in 2009, for a further period of two years. In each instance, the postponement has proved insufficient to complete the task of a comprehensive review of legislation covering the State's public transport sector, and implementing the changes arising from that review. The postponement of the repeal of these two regulations will provide time to complete such public consultation as is necessary to ensure the Regulations are consistent with both the new legislative framework and community expectations. It will also allow enough time to complete the significant number of business system changes necessary to support the legislative reforms. This Bill will postpone the automatic repeal of the Passenger Transport Regulations 2000 and the Passenger Transport (Review of Decisions) Regulations 2000 until 1 July 2013.
