ELECTORAL ACT 2004 (NO. 51 OF 2004) - SECT 159

159. Who may incur expenditure

      (1) Subject to subsection (2), a person, other than a candidate or the election agent of a candidate, must not incur any expenditure with a view to promoting or procuring the election of the candidate as a Member of the Council.

      (2) Subsection (1) does not preclude the payment or giving of any money, security or equivalent of money directly to a candidate or his or her election agent with a view to promoting or procuring the election of the candidate as a Member of the Council.

      (3) A candidate at a Council election must not authorise a person other than his or her election agent to incur on his or her behalf expenditure with a view to promoting or procuring the candidate's election.
