239. Information that is not to be released

The Minister must not release at any time any of the following details
provided by an applicant for an authority in applying for the authority-

   (a)  the technical qualifications of the applicant or of the employees of
        the applicant;

   (b)  the technical advice available to the applicant;

   (c)  the financial resources available to the applicant.
