Authority may delegate for the purposes of this Act, either generally or as
otherwise provided by the instrument of delegation, by writing signed by the
State Central Authority, to the CEO or an officer of the Department any of the
State Central Authority’s functions under this Act or the Hague
Convention, other than this power of delegation.
