or have a reference thereon in case of need:
And whereas doubts have arisen when bills have been protested for want of
payment as to the day on which it is requisite that they should be presented
for payment to the acceptors or acceptor for honour, or to the referees or
referee, and it is expedient that such doubts should be removed:
Be it therefore declared and enacted by the King’s most Excellent
Majesty, by and with the advice and consent of the Lords Spiritual and
Temporal, and Commons, in this present Parliament assembled, and by the
authority of the same,
