(1) Where, by these
regulations anything is directed, or forbidden, to be done, or authority is
given to any person to direct, or forbid, anything to be done and that
authority is exercised, any person failing or neglecting to do anything so
directed, or doing anything so forbidden, commits an offence.
Penalties
(2) A person who
commits an offence against these regulations is liable to the penalty
expressly mentioned in relation to the offence, or, if no penalty is expressly
mentioned, to a penalty not exceeding $5 000.
