of this Act a principle to be observed is that a kinship group, community or
representative organisation of Aboriginal people or Torres Strait Islanders
should be given, where appropriate, an opportunity and assistance to
participate in decision-making processes under this Act that are likely to
have a significant impact on the life of a child who is a member of, or
represented by, the group, community or organisation.
