provide a child care service at a place except under and in accordance with a
licence authorising the provision of the service at that place.
Penalty:
(a) for
a first offence —
(i)
a fine of $12 000 and imprisonment for
one year; and
(ii)
a daily penalty of $600;
(b) for
a subsequent offence —
(i)
a fine of $24 000 and imprisonment for 2 years;
and
(ii)
a daily penalty of $1 200.
