Western Australian Consolidated Acts (1) The Commissioner
has to refuse an application for the grant or renewal of a licence unless
satisfied that the applicant named therein —
(a) is
of good fame and character; and
(b) is a
fit and proper person to be a licensee; and
(c) is
of the age of 21 years or more.
(2) Where an applicant
is a corporation any reference in subsection (1) to an applicant shall be
read and construed as a reference to the directors of that corporation.

(4) Subject to
section 20, where the Commissioner grants an application for a licence or
renewal thereof, the Commissioner shall, on payment to him of the fee
prescribed, issue the licence.
(5) Where proof of the
loss or destruction of a licence is given to the satisfaction of the
Commissioner, he may issue a duplicate licence on payment of the fee
prescribed.
