instrument in writing, either generally or as otherwise provided by the
instrument, delegate to a member of the staff, the Director’s functions
in this Part, other than —
(a) this
power of delegation; and
(b) the
duty in section 42 to decide if unreasonable conduct has occurred and the
power to recommend remedial action.
