inquiry the person appointed —
(a) is
to act according to equity, good conscience, and the substantial merits of the
case without regard to technicalities and legal forms; and
(b) is
not bound by the rules of evidence but, subject to the rules of natural
justice, may be informed on any matter in such manner as the person thinks
fit.
